Scope ?Everything on this page follows this one selection: which council a saved guideline belongs to, what the library and requirements list show, and whose rates are edited below. Councils are added, renamed and removed right here — this list is the one every council picker reads (project setup, the compliance checker, the rate overrides). "State defaults" scopes the rates to the state-wide baseline that councils inherit from.

Save document stores it against the scoped council straight away — the compliance checker then shows it beside the WMP for every user, on any device. Requirements list ?This council's requirements, as the compliance checker and the WMP use them right now. There is no approval step: what is in the list is what is in effect. Edit any field inline (it saves when you leave it), + Add requirement for something council told you that is in no document, ✕ to remove a row.

How a number in a guideline PDF becomes live: 1 ⇪ Save the PDF (it appears in the Library) → 2 🧾 Extract to list on its Library row — extraction only adds rows, it never deletes or overwrites what is here (a new document version adds its rows beside the old ones; tidy by hand) → 3 it is live. Rows that look like an existing one carry a ≈ possible duplicate flag so you can spot and remove them — nothing is merged automatically.

Generation rates are not here — extraction writes them straight into the Residential and Commercial rate tables in the Council & state database section below, in the tables' own format (add-only: a rate the table already holds is never overwritten). Edit them there, then ⬆ Publish to live.

Rates for the selected scope ?These are the numbers the calculator, the WMP and the checker read, for the state/council chosen in Scope at the top. Blank council cells inherit the state defaults. Saving stores edits; ⬆ Publish to live regenerates waste_rates.json on R2 so the calculator and the Excel generator pick up changes immediately — nothing is live until you publish.

Plan-View Shape Editor

Every item gets geometry automatically from its profile (or an inferred one) scaled to its width/depth — this panel shows exactly what the layout tool and DXF will draw, and lets you override it. Paths are authored in a 0..1 unit box (front of the item = top). A pasted path always wins over the generated one; whatever the drawing's proportions, it is normalised to the row's real dimensions, so the artwork can never introduce a dimensional error.

Equipment Library

Bins, compactors and chutes. The WMP spreadsheet reads these directly — after saving, hit Refresh All in Excel. No publish needed. A brand-new item also needs the spreadsheet block extended one row (copy the last formula row down).

Collection services and vehicle dimensions. Same deal — Save here, Refresh All in Excel. New contractor = extend the spreadsheet block one row.
Swept path library: tick In swept lib to make a vehicle available in the swept path tool (needs wheelbase + kerb-to-kerb or wall-to-wall radius; wall-to-wall wins if both). Grouping is automatic: a Council value makes it council-specific (shown first for residential projects in that LGA); otherwise a Company makes it a contractor vehicle (commercial projects); neither = industry standard. Swept scope = residential / commercial / both. Austroads design vehicles live here too — swept tick on, contractor-table tick off. Swept changes feed the tool directly, no publish needed.

WMP Queue — client requests for certified plans

Each request arrives with the client's project snapshot. “Open in WMP Generator” loads it straight in — check every figure against the drawings before issuing.
